Authorizes community college districts to use "best value" procurement policies for supplies and materials purchases exceeding $50,000 if long-term savings are expected through life-cycle cost analysis, sustainability considerations, and reduced administrative costs.

Requires best value policies to evaluate factors including total cost of ownership, operational benefits, quality, delivery reliability, vendor financial stability, warranty terms, and economic benefits to the local community.

Mandates districts using best value procurement to submit detailed information to the Chancellor of California Community Colleges by January 1, 2013, and requires the Legislative Analyst to report to the Legislature by January 1, 2015 on the effectiveness and outcomes of this procurement method.

Requires districts to ensure fair and equitable competition for contracts and prohibits discrimination in contract awards and performance.

Allows governing boards to authorize contractors to proceed with multiple contract changes or alterations without competitive bidding if the total cost does not exceed the greater of the applicable bid threshold amount or 10 percent of the original contract price.

Repeals these best value procurement provisions on January 1, 2016, unless extended by legislative action before that date.
