Requires the Emergency Medical Services Authority (EMSA) to develop and adopt regulations by July 1, 2012 establishing standards for policies and procedures applicable to EMT personnel functions, certification, and licensure, including local accreditation, competency exams, skills demonstrations, medical control, and field internships.

Authorizes EMSA to develop and adopt a fee schedule and fee increases on certifying entities and through EMT-P licensure fees to support the actual additional costs of promulgating these regulations.

Requires local EMS agencies to adhere to EMSA-adopted regulations when establishing their own policies and procedures, with the EMSA Director having discretion to review and approve local policies.

Mandates that local EMS agencies must stop implementing non-compliant policies or submit revised compliant policies to the EMSA Director within 90 days of receiving notification of noncompliance.

Authorizes EMSA to assess penalties on local EMS agencies that fail to respond to noncompliance notifications.
