Establishes the California Financial Literacy Fund in the State Treasury, administered by the Controller, to support partnerships improving Californians' financial literacy.

Authorizes the Controller to accept private donations from entities with no direct financial interest in financial products and deposit them into the fund.

Makes fund moneys available only upon appropriation in the annual Budget Act.

Requires the Controller to submit an annual summary report to the Assembly Committee on Banking and Finance and Senate Committee on Banking, Finance and Insurance by August 30, beginning in 2012.
