Authorizes each county to establish a Community Juvenile Probation Performance Incentives Fund (CJPPIF) until January 1, 2015, to fund evidence-based juvenile probation programs and services.

Requires community juvenile probation programs to be developed and implemented by the chief probation officer, advised by the local Juvenile Justice Coordinating Council and a representative of families of incarcerated or recently incarcerated youth on probation.

Mandates that CJPPIF moneys be spent on evidence-based practices including risk assessments, intermediate sanctions, intensive supervision, rehabilitation programs (drug/alcohol treatment, mental health, job training), and program evaluation.

Specifies that appropriated funds must supplement, not replace, existing state or county probation appropriations.

Directs the Judicial Council to consider adopting modifications to Criminal Rules of Court and judicial policies to support evidence-based probation supervision practices.
