Establishes immunity from criminal prosecution for possession of controlled substances, controlled substance analogs, or drug paraphernalia when a person seeks medical assistance for a drug-related overdose in good faith.

Provides protection for both the person experiencing the overdose and any other person at the scene who seeks emergency assistance, provided they do not obstruct medical or law enforcement personnel.

Does not affect laws prohibiting drug sales or exchanges, forcible drug administration, or liability for offenses involving dangerous activities caused by controlled substance consumption, including DUI violations.

Defines "drug-related overdose" as an acute medical condition resulting from excessive ingestion or use of controlled substances alone or in combination with alcohol, as reasonably perceived by an ordinary person.

Legislative intent is to encourage timely calls to 911 or emergency services by removing arrest fears as a barrier to seeking help during overdose situations, in response to California's growing overdose death rate.
