Establishes a vehicle registration amnesty program from July 1, 2011, to June 30, 2012, for vehicles previously registered or classified incorrectly.

Grants amnesty to vehicle owners who file a completed application attesting under penalty of perjury to their eligibility, and protects them from criminal prosecution for false statements regarding vehicle value, make, model, or failure to register.

Requires specially constructed vehicles in the amnesty program to be assigned the model year of the calendar year in which amnesty is applied for, and to obtain a certificate of compliance based on tailpipe emissions inspection and maintenance requirements rather than visual inspection.

Authorizes the Bureau of Automotive Repair to charge vehicle owners a $160 fee for each referee station inspection conducted as part of the amnesty program.

Exempts the state from reimbursing local agencies and school districts for costs associated with the program, as the only costs result from changes to crime definitions under existing state reimbursement law.
