Requires child care resource and referral programs to provide additional services including training, workshops, community resource assistance, and collaboration with other agencies to plan and improve child care.

Mandates basic child care referrals be provided at no cost to all persons regardless of income level, and limits distribution of small family day care home lists except for emergency preparedness collaboration with federal, state, and local emergency response organizations.

Establishes two California Child Care Initiative Projects (State Program and Quality Plan Program) to increase availability and quality of child care; requires state funds to be matched 1:2 by other sources.

Requires child care resource and referral programs to maintain additional documentation including requests for other child care information and data on child care supply by provider type.

Adds new requirements for resource and referral programs to review trustline applications for in-home or license-exempt home-based child care providers paid through state-funded child care subsidies and facilitate trustline automated registration or web-based application processes.
