• Raises the minimum age of supervising drivers for instruction permit holders from 18 to 21 years old, except when the supervising driver is a parent, spouse, guardian, or licensed instructor.

• Removes the requirement that permit holders must be actively taking or practicing driver training to operate a vehicle, allowing them to practice driving at any time while supervised.

• Requires driving schools and independent instructors to provide students with a driving log to document the mandatory 50 hours of supervised driving practice needed before obtaining a provisional license.

• Maintains the Brady-Jared Teen Driver Safety Act of 1997 requirements for provisional licenses for drivers aged 16-17, including the 50-hour supervised driving requirement and restrictions on nighttime driving and passenger transport during the first 12 months.
