Requires the State Air Resources Board to adopt an alternative dispute resolution process for resolving disputes regarding penalties proposed for violations of air pollution requirements under Division 25.5 and other state board-administered requirements.

Makes the alternative process available only if the State Air Resources Board determines that the violator has never previously violated air pollution laws, the dispute resolution would further the board's statutory goals, and public air quality and health protection would be maintained.

Requires that all determinations made by the State Air Resources Board regarding eligibility for the alternative dispute process be matters of public record.
