Expands prohibition on manufacturing or selling fake identification documents to include documents that purport to confer the same privileges as legitimate identification cards or driver's licenses issued by the Department of Motor Vehicles.

Changes penalties from a mandatory $1,000 fine and 24 hours of community service to a fine between $250 and $1,000 with 24 hours of community service, neither of which can be suspended or waived.

Authorizes courts to impose alternative penalties of up to one year in jail and up to $1,000 fine in lieu of fines and community service, requiring courts to consider the defendant's commercial motivation when exercising this discretion.

Allows prosecution under this section in addition to prosecution under any other applicable law.

Eliminates state reimbursement requirement to local agencies and school districts for costs associated with the expanded criminal penalties.
