Amends Health and Safety Code Section 1506 regarding certified family homes used by foster family agencies for child placements.

Requires foster family agencies providing treatment services to employ one full-time social work supervisor for every 8 social workers or fraction thereof.

New Section 1506.3 containing the supervisor-to-worker ratio requirement is set to automatically repeal on January 1, 2012.

Maintains existing requirements for certified family homes to complete at least 12 hours of structured training annually and meet department licensing standards.

Allows children with developmental disabilities to remain in certified family homes after age 18 if agreed upon by all parties involved and documented in a needs and service plan.
