Requires the Judicial Council to adopt a uniform statewide procedure by January 1, 2012 for handling complaints against family law experts appointed by courts, including mediators, evaluators, investigators, special masters, and minor's counsel.

Mandates each trial court establish a complaint coordinator to investigate complaints, with final decisions made by the presiding judge or designee, and prohibits retaliation against complainants.

Requires the Judicial Council to develop a timetable for expeditious complaint resolution, create appropriate responses to substantiated complaints, and maintain records to identify patterns of complaints.

Directs the Judicial Council to report to the Legislature on or before February 1, 2013, and annually thereafter until January 1, 2017, then annually, on complaint procedure implementation, complaint data, and patterns.

Requires the Judicial Council by January 1, 2012 to develop complaint forms, information sheets, and resources to be provided to parties, attorneys, and made available at court self-help centers.
