Modifies the definition of "targeted employment area" in enterprise zones to use census block groups instead of census tracts for areas designated on or after January 1, 2011.

Increases the income threshold for targeted employment areas from 51 percent to 61 percent of residents at low- or moderate-income levels for areas designated after January 1, 2011.

Requires local governmental entities to update targeted employment area boundaries within 180 days of new U.S. census data becoming available, or submit a letter stating no changes are necessary.

Allows targeted employment areas designated before January 1, 2011 to be updated following the 2010 census release using the new census block group and 61 percent income criteria.

Specifies that targeted employment areas shall be comprised of census tracts from only one decennial census (before 2011) or census block groups from only one decennial census (from 2011 onward).
