Expands Penal Code Section 626.8 to make it a misdemeanor for any person to willfully or knowingly create a disruption with intent to threaten the immediate physical safety of pupils in preschool through grade 8 arriving at, attending, or leaving school.

Applies to persons on school buildings, grounds, or adjacent streets, sidewalks, or public ways without lawful business whose presence or acts interfere with or disrupt school activities.

Establishes penalties of up to $500 fine and/or up to 6 months county jail for first conviction; minimum 10 days to 6 months jail for second conviction; and minimum 90 days to 6 months jail for three or more prior convictions.

Requires persons directed to leave school property to be informed that re-entry within 7 days constitutes a crime.

Prohibits use of this section to impinge upon constitutionally protected rights of speech or assembly.
