Authorizes the Santa Clara Valley Water District to implement water management, water quality, and energy conservation measures, including incentives for retail water suppliers to adopt water conservation practices.

Requires the district's annual water supply report to include groundwater monitoring information and a recommendation on whether groundwater charges should remain unchanged, be decreased, increased, or newly imposed in any zone.

Repeals the requirement for the district to hold a public hearing on its annual report and instead authorizes the board to impose groundwater charges in compliance with California Constitution Article XIII D and Government Code procedures.

Permits the district to take action on water demand management and other measures if implementation is a precondition for continued delivery of imported water under state or federal law.

Specifies that no state reimbursement is required under Proposition 98 because any costs result from a program requested by the local agency.
