Extends the deadline for common interest development associations to file complaints in superior court following mandatory dispute resolution from July 1, 2010 to July 1, 2017.

Increases the filing fee for applications to appear as counsel pro hac vice (temporary admission of out-of-state attorneys) in superior court from $250 to $500.

Allocates the pro hac vice fee increase with $250 deposited into the Immediate and Critical Needs Account of the State Court Facilities Construction Fund and $250 into the Trial Court Trust Fund.

Establishes procedures for respondents, subcontractors, and design professionals to conduct additional inspections or testing in construction defect cases, subject to specific court approval conditions.

Prohibits courts from dismissing construction defect actions with prejudice due to an association's failure to comply with dispute resolution procedures.
