Adds a new disqualification ground requiring judges to recuse themselves if they received a contribution exceeding $1,500 from a party or lawyer in the proceeding, when the contribution was made to support their last election (if within 6 years) or in anticipation of an upcoming election.

Requires judges to disqualify based on smaller contributions if circumstances suggest the judge cannot be impartial under existing law.

Mandates judges disclose any reportable contributions from parties or lawyers in matters before the court, even if the amount does not trigger automatic disqualification.

Permits the party that did not make the contribution to waive the disqualification requirement, except where other legal restrictions prevent waiver.

Effective September 30, 2010.
