Modifies definitions of "public entities" and "eligible public entities" to reflect the 24 entities purchasing water from San Francisco under the July 2009 Water Supply Agreement, including cities and water districts in Alameda, San Mateo, and Santa Clara counties.

Clarifies that the Bay Area Water Supply and Conservation Agency may apply for state and federal grants, loans, and financial assistance for water management activities authorized after January 1, 2009.

Authorizes the agency to assist entities in meeting urban water use targets and, if requested, to develop and administer regional conservation programs; designates the agency as a local agency for specified water supply and management purposes.

Provides that when an entity succeeds to the rights and obligations of another entity through merger, consolidation, or acquisition under a water supply contract, the successor's water delivery quantity automatically increases by the nonsucceeding entity's amount without requiring an amendment.

Allows the chairperson, vice chairperson, or secretary of the agency board to administer oaths of office to directors.
