Allows licensees whose licenses expired while on active duty with the California National Guard or United States Armed Forces to reinstate without examination or penalty, provided the license was valid when entering service.

Requires reinstatement applications to be submitted while in service or within one year of discharge/return to inactive status, accompanied by an affidavit showing service dates and current renewal fees.

Permits licensing agencies to require an examination if the applicant files more than one year after discharge or if the agency determines the applicant did not actively practice their profession while on active duty.

Excludes time spent receiving treatment or hospitalization at veterans' facilities from the one-year reinstatement deadline.

Repeals Section 114.5 of the Business and Professions Code and makes conforming technical changes to existing military service provisions.
