Amends the Infill Incentive Grant Program of 2007 to allow cities with populations greater than 100,000 in metropolitan areas under 2,000,000 to petition the Department of Housing and Community Development for exceptions to density requirements if they cannot meet the specified thresholds

Permits the department to grant exceptions to a city's classification under Government Code Section 65583.2 based on documented reasons and supporting information about limitations in meeting density requirements

Exception petitions must be submitted with the city's grant application and are limited to the purposes of this section only

Provision becomes inoperative on January 1, 2015
