Authorizes the City of San Diego to negotiate agreements with employees and their representatives to provide employer contributions for postretirement health care coverage.

Limits employer contributions to employees with at least 10 years of credited service with the City of San Diego.

Requires a memorandum of understanding mutually agreed upon through collective bargaining; this issue cannot be subjected to impasse procedures.

Applies only to employees who are members of the San Diego Police Officers Association or unclassified/unrepresented City of San Diego employees.

Does not affect employees who retired before the memorandum of understanding becomes effective, and applies prospectively only.
