Requires the Public Utilities Commission to open a proceeding by March 1, 2012, to determine energy storage system procurement targets for load-serving entities, with targets to be adopted by October 1, 2013, for achievement by December 31, 2015, and December 31, 2020.

Requires local publicly owned electric utility governing boards to open proceedings by March 1, 2012, to determine energy storage system procurement targets, with targets to be adopted by October 1, 2014, for achievement by December 31, 2016, and December 31, 2021.

Defines "energy storage system" as commercially available technology that absorbs, stores, and dispatches energy to integrate renewable resources, reduce peak demand, defer infrastructure investments, or improve grid reliability.

Requires load-serving entities to submit compliance reports to the Public Utilities Commission by January 1, 2016, and January 1, 2021; requires local publicly owned electric utilities to submit reports to the Energy Commission by January 1, 2017, and January 1, 2022.

Exempts electrical corporations with 60,000 or fewer customer accounts and public utility districts receiving electricity under specified congressional preference rights from the requirements of this chapter.
