Prohibits professional sports teams with home venues in California from receiving state public financial assistance in the fiscal year following any fiscal year in which a home sporting event broadcast is blacked out for any reason.

Exempts public financial assistance appropriated prior to January 1, 2011, and revenues from taxes imposed for professional sports team support that were in effect before January 1, 2011.

Exempts public financial assistance that must be appropriated pursuant to existing contracts, where failure to do so would constitute a breach of contract.

Defines "public financial assistance" to include bonds, loans, grants, subsidies, tax incentives, below-market leasing or sale of real property, and tax exempt financing.
