Requires the Attorney General to forward proposed initiative measures to the Secretary of State before preparing a circulating title and summary, effective July 1, 2011.

Directs the Secretary of State to post proposed initiatives on the state website for 30 days to allow public comment, with all comments remaining publicly visible for at least 90 days.

Allows initiative proponents to direct the Attorney General to prepare a circulating title and summary of the original measure, a revised measure, or request an additional 30-day review period, no earlier than 30 days and no later than 120 days after posting.

Exempts referendum measures from the public comment posting requirement.

Maintains existing circulating title and summary standards of not exceeding 100 words and following ballot title preparation procedures under Elections Code Article 5.
