AB 2529 Summary

• Requires the State Air Resources Board, Energy Commission, Department of Fish and Game, and Department of Housing and Community Development to complete a related economic impacts analysis for any proposed regulation estimated to have an adverse economic impact exceeding $10,000,000.

• Mandates submission of the economic impacts analysis to external peer review if requested within 15 days of the notice of proposed action, with the requester paying an administrative fee (up to $500) and reimbursing the full peer review costs.

• Requires the Office of Administrative Law to notify legislative fiscal committees of each major proposed regulation approved or deemed approved, including the regulation text, economic impacts analysis, and peer review report if applicable.

• Establishes procedures for external peer reviewer selection, confidentiality protections, and agency response to peer review findings, including requirements for additional public hearings if peer review is conducted.

• Sunsets all provisions on January 1, 2016, unless extended by subsequent legislation.
