Expands the definition of "new motor vehicle" under the Tanner Consumer Protection Act to include commercial vehicles requiring a class A or class B license, or a class C license with specified endorsements, regardless of weight

Adds new motor vehicles with gross vehicle weight under 10,000 pounds used primarily for business purposes by entities with no more than five registered vehicles in California to the definition of "new motor vehicle"

Requires manufacturers to retitle lemon law buyback vehicles in their name, request Department of Motor Vehicles inscription of "Lemon Law Buyback" notation, and affix required decals before resale

Mandates that manufacturers and dealers disclose to subsequent purchasers that a vehicle was repurchased due to warranty defects and obtain written acknowledgment from transferees

Applies the Automotive Consumer Notification Act's disclosure requirements to the resale of any new motor vehicle as defined in the Tanner Consumer Protection Act
