AB 2536 Summary

• Amends the Housing and Emergency Shelter Trust Fund Acts of 2002 and 2006 to make funds transferred to the Emergency Housing and Assistance Fund available for supportive housing purposes in addition to capital development grants.

• Allocates $195 million from the 2002 Housing Trust Fund to the Housing Rehabilitation Loan Fund for supportive housing projects serving individuals and households moving from emergency shelters, transitional housing, or at risk of homelessness.

• Allocates $50 million from the 2006 Housing Trust Fund to the Emergency Housing and Assistance Fund for both emergency housing assistance grants and supportive housing purposes.

• Defines "supportive housing" as housing with no length-of-stay limits linked to onsite or offsite services, prioritizing projects serving people with disabilities and those with local government operating subsidy commitments for five or more years.

• Includes conditional operative provisions allowing Section 2.5 to become operative only if both AB 2536 and AB 2762 are enacted and effective by January 1, 2011, with AB 2536 enacted after AB 2762.
