Authorizes the Employment Development Department to serve tax levy notices by first-class mail instead of requiring certified mail.

Requires levy notices on banks or savings and loan associations to be delivered to the centralized processing unit designated by that institution rather than individual branch offices.

Permits the department to serve notices to banks and savings and loan associations through magnetic media, electronic transmission, or other electronic technology.

Expands the venue for unemployment insurance violations to include any county where defendants were transacting business that resulted in the alleged violations, in addition to the county of residence or principal place of business.

Modifies disability benefits eligibility by allowing individuals to receive reduced disability benefits if permanent disability indemnity is less than the disability benefit amount, and excludes maintenance allowance for vocational rehabilitation from the definition of "other benefits" that would disqualify recipients.
