Requires charter schools to submit renewal petitions to their chartering authority no later than September 15 prior to charter expiration, or by an alternate date if mutually agreed upon by both parties to accommodate local circumstances including API score delays.

Mandates that school district governing boards or county boards of education approve or deny charter renewal petitions no later than December 15 prior to the charter's expiration date.

Allows charter schools denied renewal to appeal the decision by submitting an application to the county board or state board within 30 days of the denial.

Does not affect existing charter renewal consideration timelines established in other Education Code sections or prevent chartering authorities from setting earlier renewal deadlines than September 15.
