Establishes the California Health Workforce Development Fund in the State Treasury to receive federal and private moneys for health workforce development purposes.

Fund may be used upon legislative appropriation to support a health workforce council, develop a strategic health workforce plan, identify job opportunities, create public-private partnerships, and provide policy guidance for health care job training programs.

Fund intended to assist with developing training programs for at-risk youth, displaced workers, veterans, formerly incarcerated individuals, and other populations facing employment barriers in the health care sector.

Requires the California Workforce Investment Board and Office of Statewide Health Planning and Development to jointly report to the Legislature annually from April 1, 2012 through April 1, 2016 on fund status and expenditures.

Takes effect immediately as an urgency statute to address California's health workforce shortages.
