Appropriates $1,600,000 from the State Health Facilities Citation Penalties Account to the California Department of Aging for local ombudsman programs during the 2010-11 fiscal year

Funds must be distributed according to the schedule specified in Section 9719.5 of the Welfare and Institutions Code

Any remaining unencumbered funds at the end of fiscal year 2010-11 revert back to the State Health Facilities Citation Penalties Account

Declares the bill an urgency statute that takes effect immediately to protect the safety of older Californians through long-term health care facility inspection services
