Authorizes public agencies to charge members of the public a reasonable fee for copies of environmental documents, not to exceed the cost of reproduction.

Allows public agencies to provide environmental documents in electronic format pursuant to Government Code Section 6253.9.

Defines "environmental document" to include initial studies, negative declarations, mitigated negative declarations, draft and final environmental impact reports, and certain federal National Environmental Policy Act documents used in place of CEQA documents.

Maintains existing authority for lead agencies to charge project proponents reasonable fees to recover costs of environmental review preparation and CEQA compliance procedures.

Specifies that litigation expenses and costs from CEQA noncompliance actions under Section 21167 are not recoverable fees.
