• Expands the definition of "charter-party carrier of passengers" to include entities providing hired driver services with rented motor vehicles.

• Revises fee structure for new and renewed certificates and permits, establishing $1,500 for new Class A certificates and $100 for renewals across all classes, plus $15 per tour bus (maximum $6,500) for terminal inspections.

• Grants the Public Utilities Commission authority to cancel, revoke, or suspend operating certificates or permits for failure to comply with airport governing body requirements, including solicitation practices.

• Removes the limitation restricting vehicle impoundment authority to arrests at public airports or within 2 miles of the Mexican border; allows impoundment anywhere in the state for operating without a valid certificate or permit.

• Requires impounded vehicle owners to pay impoundment fees before vehicle return when the vehicle was seized due to violations by someone other than the owner.
