Amends Penal Code Section 1203.4a to allow defendants convicted of infractions (except motor vehicle infractions under Vehicle Code Section 42001) to petition for dismissal of charges and release from penalties and disabilities after one year if they have complied with sentencing and lived an honest life.

Requires petitions for infraction dismissal to be submitted by written declaration except in cases of compelling need, and mandates prosecuting attorneys receive at least 15 days' notice before dismissal can be granted.

Permits courts to require petitioners to reimburse counties, courts, and cities for costs of services rendered, up to $60 each, based on ability to pay standards without making reimbursement a prerequisite for eligibility.

Excludes infractions falling under Vehicle Code Section 42001 and misdemeanors falling under Vehicle Code Section 42002.1 from the dismissal provisions.

Applies retroactively to convictions that occurred before and after the bill's effective date.
