Personnel commissions for school districts and community college districts must conduct annual written performance evaluations of their personnel directors, with input from district administration and classified employee representatives.

Personnel commissions gain authority to impose discipline, including dismissal, on personnel directors for cause consistent with classified employee rules, subject to any existing collective bargaining agreements as of January 1, 2011.

Personnel directors may request a hearing before an impartial hearing officer to challenge disciplinary action, with the hearing officer's findings binding on the commission.

All personnel commission actions regarding personnel director employment must be ratified by the school district or community college district governing board to be final and binding.

These new procedures must be integrated into regular personnel commission activities and conducted within existing budgets, establishing a state-mandated local program subject to reimbursement under Government Code provisions.
