Establishes a performance-based budgeting process requiring state agencies to identify missions, goals, performance metrics, and prior-year performance data in budget submissions, with full implementation required by the 2014-15 fiscal year.

Creates a legislative program review process to evaluate state programs at least once every 10 years, with one-third of all expenditures reviewed by July 1, 2015, and two-thirds reviewed by January 1, 2018.

Requires the Legislative Analyst to review bills and measures with fiscal impacts exceeding $25 million annually to determine compliance with constitutional requirements regarding net increases in qualified state costs or decreases in state revenue.

Mandates the Governor's budget submission include three-year projections of anticipated state expenditures and revenues, long-term economic impact estimates, and the five-year capital infrastructure plan.

Requires the Governor to submit updated revenue and expenditure projections on January 10, May 15, and October 15 of each year, as well as following joint committee recommendations.
