Requires the State Department of Education to implement a quality rating scale and pilot program for early care and education providers, contingent on receipt of federal funds.

Quality rating scale must measure service quality, learning environment, adult-child interactions, provider qualifications, and parent involvement, while accounting for socioeconomic, ethnic, linguistic, and cultural diversity.

California State Advisory Council on Early Childhood Education and Care must conduct annual reviews, develop evaluation criteria, select an independent evaluator, and submit evaluation findings to the Legislature by January 1, 2016.

Pilot program participants must be geographically diverse and serve low-income children, children with special needs, and English learners.

Provisions become inoperative June 30, 2017, and are repealed January 1, 2018, unless extended by subsequent legislation.
