Modifies how maximum reasonable fees for pharmacy services and drugs are calculated in workers' compensation cases, replacing the 100% Medi-Cal payment system benchmark with the lowest of: average wholesale price minus 17%, federal upper limit, or maximum allowable ingredient costs, plus a professional dispensing fee of at least $7.25 per prescription.

Removes Medi-Cal as a reference payment system for establishing medical fees under the workers' compensation official medical fee schedule, relying instead primarily on Medicare payment systems.

Defines "federal upper limit" and "maximum allowable ingredient costs" (MAIC) by reference to Section 14105.45 of the Welfare and Institutions Code for purposes of calculating pharmacy service fees.

Maintains the existing 120% cap on maximum reasonable fees for non-pharmacy medical services compared to Medicare payment amounts once an official medical fee schedule is adopted.
