Requires State Water Resources Control Board and regional water quality control boards to notify the Department of Pesticide Regulation and county commissioners when operators violate specified water quality requirements, with notice prohibited until 30 days after all appeals are exhausted.

Authorizes county commissioners to levy civil penalties up to $5,000 against operators who obtain identification numbers through fraud.

Imposes state-mandated local program requirements on county agricultural commissioners, with reimbursement available through existing state mandates procedures if the Commission on State Mandates determines costs are incurred.
