Permits the commission to assess delinquency fees not exceeding three times the standard application fee when renewal applications are submitted after the deadline but before the license expiration date.

Authorizes the commission to order temporary closure of a gambling establishment for up to 90 days if an owner licensee fails to make timely payment of annual renewal fees; if fees remain unpaid after 90 days, the state gambling license is deemed surrendered.
