Requires local trustees of state-granted public trust lands to prepare and submit a sea level action plan to state agencies by July 1, 2012, assessing impacts of sea level rise on their lands.

Plan must include impact assessments, maps showing affected areas in 2050 and 2100, financial cost estimates, and strategies to prevent or mitigate damage to infrastructure and protect habitat.

Requires local trustees to conduct at least one public hearing and consult with lessees, local agencies, and other users when preparing the plan.

Allows the State Lands Commission to exempt a local trustee or grant a deadline extension if the trustee lacks sufficient revenues from trust lands or state funding sources to pay for plan development costs.

Exempts a local trustee from the requirement if none of its public trust lands are subject to sea level rise by 2100, or if the cost substantially outweighs the benefits of developing the plan.
