Requires the State Energy Resources Conservation and Development Commission to develop programs that implement and complement the federal Home Star Energy Retrofit Act of 2010, including establishing quality assurance programs, ensuring qualified professionals are available, and developing financing options.

Mandates the commission to streamline procedures for low-income homeowners to access energy efficiency retrofit assistance in coordination with the Department of Community Services and Development and Public Utilities Commission.

Requires the commission to coordinate with utilities and the Public Utilities Commission to implement the federal Home Star program, provide consumer outreach, and minimize confusion.

Directs the commission to ensure the Green Collar Jobs Council's programs and policies complement the federal Home Star program to the greatest extent possible.

Allows the commission to adopt guidelines for program administration and funding at publicly noticed meetings with 30 days' notice for initial adoption and 15 days' notice for amendments, exempting these guidelines from standard Administrative Procedure Act requirements.

Automatically repeals on January 1, 2012, unless a later-enacted statute extends or deletes that date.
