Extends authorization for county recorders statewide to notify parties executing deeds, quitclaim deeds, or deeds of trust within 30 days of recordation by mail (previously limited to Los Angeles and Riverside counties only).

Allows county recorders to require that recorded documents include the assessor's identification number(s) for all affected parcels as a condition of recording.

Provides liability protection for county recorders and counties if notices are not delivered or are returned as undeliverable by postal service.

Requires county recorders to award contracts for processing or mailing notices through competitive bid process with public opening of bids and award to lowest responsible bidder.
