Requires courts to issue earnings withholding orders for defendants found liable for financial abuse of elders or dependent adults, allowing automatic deduction from their wages to pay restitution.

Establishes priority for elder and dependent adult financial abuse earnings withholding orders over all other withholding orders, except those for child/spousal support and taxes.

Mandates that applications for and issuance of earnings withholding orders specify whether the judgment is based on elder or dependent adult financial abuse claims and identify the amount attributable to such claims.

Requires money judgments in elder and dependent adult financial abuse cases to include a statement identifying damages awarded based on financial abuse, with specific amounts if only part of the judgment is based on such claims.

Becomes operative on January 1, 2012.
