Expands duties of security officers employed by the Sheriff of Sacramento County or municipalities with law enforcement jurisdiction in the county to include protecting properties of entities that contract for security services and whose primary business supports national defense or qualifies as national critical infrastructure.

Authorizes security officer protection of properties owned by public agencies, private companies, or nonprofits that store or manufacture materials which, if compromised, could threaten national security or endanger Sacramento County residents.

Requires any security services contract to include full reimbursement to the county or municipality for actual costs of providing those services, as determined by the county or municipal auditor.

Mandates the Sacramento County Board of Supervisors or municipal governing board to discuss and publicly hear any contract for these services before entering into an agreement.

Maintains that security officers are not peace officers and cannot exercise arrest powers, but may carry firearms and other authorized equipment while on duty if permitted by the sheriff or police chief.
