Establishes the Renewable Energy Workforce Readiness Initiative by July 1, 2011, requiring the California Workforce Investment Board (CWIB) to provide guidance to local workforce investment boards on green collar job assessment, training, and placement programs in renewable energy sectors.

Initiative targets specified populations with employment barriers including low-income individuals, at-risk youth, persons with criminal convictions, displaced workers, veterans, and persons with disabilities.

Requires CWIB to assist local boards in collecting and analyzing labor market data to assess workforce development needs and submit a report to the Legislature by January 1, 2013 on initiative implementation.

Modifies local workforce investment board membership requirements to include representatives from renewable energy businesses, state-approved apprenticeship programs, and environmental advocacy organizations.

Initiative funding dependent on Director of Finance determination that sufficient federal funds (American Recovery and Reinvestment Act, Workforce Investment Act, or other federal sources) are available; initiative terminates when funding is no longer available.
