Allows residents of affected jurisdictions to seek a writ of mandate to compel compliance with the notification requirements.

Requires entities found in violation to comply within 90 to 120 calendar days from the writ's issuance, with courts authorized to impose sanctions if compliance is not achieved within 120 days.
