Authorizes Humboldt Bay pilots licensed by the Humboldt Bay Harbor, Recreation, and Conservation District to take examinations administered by the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo, and Suisun, effective until January 1, 2014.

Requires the Board of Pilot Commissioners to adopt a statement confirming the Humboldt Bay pilot possesses equivalent pilotage and ship-handling experience before allowing examination eligibility.

Requires Humboldt Bay pilots admitted to the pilot trainee training program to obtain a resolution from the Humboldt Bay Harbor, Recreation, and Conservation District either accepting surrender of their Humboldt Bay license or acknowledging they will not be required to perform pilotage services within Humboldt Bay once state licensed.

Prohibits the Board of Pilot Commissioners from issuing certificates of completion under this section on or after January 1, 2014.

Section automatically repeals on January 1, 2014, unless extended by later statute enacted before that date.
