Establishes the Advance Infrastructure Mitigation Program under the Natural Resources Agency to plan and implement environmental mitigation for infrastructure projects in advance of project approval.

Authorizes the Natural Resources Agency to acquire, restore, and manage lands and waterways; establish mitigation and conservation banks; and purchase mitigation credits to fulfill future infrastructure project mitigation requirements.

Requires regional advance mitigation plans to estimate mitigation needs for planned infrastructure projects using conservation planning principles, identify suitable mitigation sites, and address impacts on wildlife corridors, water quality, rare species, and greenhouse gas emissions.

Requires the Natural Resources Agency to publish regional advance mitigation plans on its website for 45 days of public review and comment before adoption.

Establishes the Advance Infrastructure Mitigation Fund in the State Treasury to be used only for administering and implementing the program, with infrastructure planning agencies reimbursing the program for mitigation costs.
