Creates a Business Master License Center within the State and Consumer Services Agency to provide a one-stop computerized system for businesses to apply for and renew multiple state licenses through a single master application and master license document.

Requires 18 specified state agencies (including Department of Consumer Affairs, Department of Motor Vehicles, Franchise Tax Board, and others) to participate fully in the master license system and share licensing information.

Imposes a master license administrative fee of $15 on each new master application and $9 on each renewal application, with fees deposited into a newly created Master License Fund to support the center's operations.

Allows the Governor to appoint a third-party business community facilitator to oversee the center's creation and development of the master license system.

Preserves regulatory agencies' authority to approve, deny, or impose conditions on licenses requiring investigation, inspection, testing, or discretionary review.
